How to Book a Driver's Licence Biometric Capture Appointment at the FRSC Portal

A Nigerian driver's licence biometric capture is not a walk-in step in the way some bureaucratic touchpoints in Nigeria still are. The capture runs against a slot the applicant reserves at the FRSC portal at https://nigeriadriverslicence.frsc.gov.ng/, attached to the application reference and to the Drivers' Licence Centre the applicant chose at pre-registration. Supply varies by state command capacity, by DLC size, and by the FRSC biometric-vendor's uptime on the day. The capture-booking surface at the FRSC portal does not open at every state of the application. Two prerequisites bind the booking step.

• The portal pre-registration must be complete. A booked slot is not an absolute commitment. Plans change, work pulls the applicant to another city, an unexpected medical issue lands. The rescheduling route exists but the mechanism is not uniform across DLCs.

• Portal-side rescheduling. Some DLCs expose a reschedule button on the booking surface against the application reference. The applicant selects a new available slot at the same DLC and the portal swaps the booking. The confirmation email and SMS reissues with the new date and time.
• DLC-side rescheduling. Where the portal does not expose a reschedule action, the route is to phone or visit the chosen DLC. Bring or quote the application reference; the DLC officer rebooks against the new slot. • State Command escalation. Where neither the portal nor the DLC office can rebook (typically because a slot has already lapsed and the system flagged a missed appointment), the route is to write to the FRSC State Command that owns the DLC with the application reference and a brief explanation of the reschedule reason. The discipline that protects the application against rescheduling friction is to act early. A reschedule requested against a still-future slot is operationally easy; a reschedule requested after a missed slot is harder and sometimes attracts paperwork.

A missed slot does not in itself void the application. The application reference, the payment and the Pending Capture state all persist; what lapses is the booked appointment. The recovery sequence depends on the DLC's standing practice.

• First action: log into the portal. Check whether the booking surface allows a fresh slot against the same application reference. In the simple case the portal accepts a new booking; the rebook proceeds as if the first booking had never happened.
• Second action: contact the chosen DLC. If the portal blocks a fresh booking after a missed slot, the DLC office is the operational route. Bring the application reference, a brief written explanation of the missed slot, and any supporting evidence (a medical note, a work-trip ticket) where the missed slot was justified.
• Third action: escalate to the State Command. If repeated missed bookings have accumulated against the same application, the State Command may ask for a sit-down before reopening the booking. The pragmatic discipline is to take the first rebook seriously and attend.

FRSC announced a contactless biometric system in October 2025, with the stated intent to issue plastic-card licences at the capture centre rather than dispatching them from Abuja over the following weeks. Where the contactless system is in operation at the chosen DLC, two things change at the capture appointment:

• The temporary driver's licence step may be dispensed with; the applicant receives the production licence at the centre on the day.
• The DLC infrastructure carrying the contactless capture is reportedly faster than the contact-based fingerprint pads, with the capture itself running in the order of minutes.

• The 11-digit NIN slip.
• A government-issued ID — international passport, NIN slip, or the existing licence for a renewal applicant.
• The Remita Retrieval Reference or the payment receipt.
• The booking confirmation showing the slot date and time.

What happens at the DLC on the day:
